Şahinler was protected on 17 July 2009 as ground suited to open-air recreation — its natural plant cover, its wildlife and the unity of its landscape were the grounds given. In December 2022 its boundary was changed to manage visitors better: the park grew from 33.58 hectares to 142.67, keeping its southern edge and taking in forest and forest clearings to the north, north-east and north-west.
There is no private property and no pasture land inside it; most of it is state forest, 134.10 hectares, and the rest treasury land. It is on the Ankara-Bolu road at Şahinler, in the Kızılcahamam district, open 08:00 to 22:00, with capacity for 186 visitors and 30 vehicles.
