The centre was built for cultural and social work. It holds a multi-purpose theatre hall seating 360, a talks hall with sound and projection equipment, a hall for folk dance and ballet practice, a library room for pre-school children and older children, another library room for young people and adults, a foyer and exhibition hall, three workshop rooms, a rest room for the workshops, a VIP room, eight rooms used for administration, five stores and two kitchens.
The site covers 8,928 square metres, the building's footprint 1,400 square metres, and the usable area 4,400 square metres.
The centre is in the city centre and easily reached by minibus or by public and municipal buses.
