This kastel — a covered fountain building — is described by the provincial directorate as a masterpiece of Ottoman kastel architecture, without equal for its inscriptions and its ornament.
It takes the form of an arch with two openings: over the egg-shaped arches a small stone dome is set like the stone in a ring. On the face stone, framed in thick and splendid ornament, an inscription is written in four lines, and according to it the kastel was built in 1654 by the grand vizier Mustafa Paşa — though the building goes by the name of İbsir Paşa. It is in the Şehit Sakıp quarter.
