The fountain stands at the corner of Atatürk Bulvarı and Nihat Bey Caddesi in the Gemiler Çekeği quarter of Giresun, registered by the regional conservation board in Trabzon by decision dated 14 February 1986. Its inscription gives 1915 and names the patron: Muhtar Bey, commander of the 94th Regiment. It is known locally as the German Fountain because, the portal says, Gazi Muhtar Ahmet Paşa had the design brought from Germany.
Nearly square in plan, it belongs to the group of free-standing fountains and has four faces. Its marble inscription sits at the centre of the second course of stone from the top: a rectangular panel written in sülüs, bounded by a wreath motif carrying flowers, with a crescent filling the upper corners of the panel and a star the lower ones.
A pyramidal stone cap covers the fountain, finished by a knopped and twisted finial. The spout has been replaced with a modern one.
